Looking at the failed response in the aftermath to HURRICANE KATRINA, two important points come to mind. ONE: Why did it fail . TWO: What are the opportunities it presents.

A disaster response by its very nature must be IMMEDIATE.

The keyword to effective response time in any disaster situation is PREPAREDNESS

I will suggest that only the MILITARY (Army, Navy, Airforce & Marines), and in the case of the US, all the components of the National Guard, meet ALL the criteria for effective disaster preparedness.

It might be politically correct to have a civillian organisation take charge, but in the critical first 7days such agencies cannot respond as readily, or as effectively as the military, who by the very nature of their profession are organised, trained and respond logistically to crisis situations in the shortest possible time. Civilian liaison team is part of this initial response: but COMMAND, CONTROL and COMMUNICATION plus ( INTELLIGENCE) resides with the forces. Depending on the terrain, the OPERATIONAL COMMANDER should be from the service that controls the most effective asset for the operation. ( In the NIGERIAN ARMED FORCES we have mandated the NIGERIAN AIR FORCE because it can readily deploy AIR MOBILE FORCES)


Subsequently, control passes on to the civilian agency ie, FEMA, in the maintenance phase, with the armed forces and POLICE remaining in a purely supportive role.( See the Award wining " EAGLE '83 " article, AIR MOBILE DETERRENT UNIT: AN EFFECTIVE EMERGENCY FORCE IN MILITARY Wing Commander (Dr) OA MORGAN MBBS psc, Command and Staff College, Jaji, Kaduna, Nigeria .

KATRINA, presents an opportunity to transform the face of poverty in the affected areas. Just imagine what captive population the teeming numbers of unemployed youths and single-parents, would make on those cruise ships. Ofcourse, attendance will be voluntary. But with sufficient inducements to enrol in courses and projects, ranging from remedial classes to Introductory INFORMATION & COMPUTER TECHNOLOGY classes to whatever !! In this trapped environment, that the ship would present, I can just imagine what effect peer-group pressure will have on compliance to participate in a sustainable way.

Two Organizations helping the musicians in New Orleans:

We are directing folks to the New Orleans Musicians Clinic (NOMC) which has
the names and addresses of so many musicians in New Orleans, and are working
now to find them and find temporary housing for them in schools etc.

But let us remember...

... it will be the Jazz Foundation who will be called upon to provide money
to the musicians for first month rents and security deposits on new apartments
and relocations. As well, we're going to try to get instruments replaced.

It is our beacon to soothe our souls. We want to relocate our New Orleans
musicians into the Lafayette/Acadiana community where they can remain a life
force! But most of them have lost everything... we must help them rebuild their

fund these efforts.

Jazz Foundation of America:

We will be addressing the longer term needs of these jazz and blues artists
who will have just lost everything.

We will be raising funds and distributing money for the musicians to get a
new apartment or room for rent: by giving a first month's rent, possibly more,
for them to start over, a place to live. (This is what we normally do on a
daily basis for musicians across the country who become sick and can't pay their
rent, we also keep food on the table and get employment to hundreds of elderly
musicians through our Jazz in the Schools program. Our operations normally
assist 35 musicians a week.)

As well, we will be attempting to help New Orleans musicians by replacing the

carry their heavy equipment, and guitarist with their amps, we will be making
